The water engineering inspector August Heß (1827-1894), who became known for his melioration work in Lower Saxony, also worked on various canal projects. Among these, the project of a canal between Rostock and Berlin has great significance for the connection of the new imperial capital to the Baltic Sea as well as for the enlargement of the Rostock hinterland. The canal was to run from Rostock via Güstrow, Malchow and Lake Müritz to Canow. From there, Heß proposed two variants, one over the Havel, one on Rheinsberg, which would only meet again at Oranienburg. The Rostock politician and "martyr of liberalism" Moritz Wiggers (1816-1894) promoted this project since the 1960s and founded the committee.
